Sheriff names new chief deputy

Sheriff Charlie McDonald promoted Maj. Frank Stout to chief deputy after the retirement of Rodney Raines earlier this month.

Stout has been with the McDonald administration since shortly after McDonald was appointed sheriff, in February 2012. A retired Highway Patrol captain, Stout was among the candidates the Henderson County Republican Party considered for the top law enforcement post after the resignation of Rick Davis in November 2011.

Stout has served as public information officer in addition to other administrative duties at the department. He said today that McDonald had planned to shift the communications job to someone else but that has not happened yet.

During a meeting Tuesday to set items for discussion and approval next week, commissioners tentatively agreed to award service badges and sidearms to Raines and Sgt. Ned Whitmire, who also retired.
