Cooper signs budget, signals progress in Medicaid expansion talks

Gov. Roy Cooper signed the state’s $27.9 billion General Fund budget into law Monday afternoon, signaling that talks are progressing on Medicaid expansion even though the health care measure failed to make it into the budget.
