City fires preemptive strike as water war erupts again

The Hendersonville City Council Thursday night launched a preemptive strike in the form of a letter to the county’s legislative delegation in case Henderson County commissioners ask North Carolina legislators to introduce a local bill that would "potentially impact the city" and particularly its water and sewer system.
