In accordance with NCGS 160A-269, the public will take notice that the City of Hendersonville has received and proposes to accept an offer of $5,000, for city-owned real property identified as:
Consisting of 303 square feet, more or less, commonly referred to as a portion of the Market Street (formerly Shepherd Avenue) public right-of-way abandonment, lying and being in the City of Hendersonville, Henderson County, NC.
Any person may, within ten days from the publication hereof, upset the bid by submitting in a sealed envelope to the City of Hendersonville City Clerk, 145 Fifth Ave. E., Hendersonville, NC 28792, a written offer increasing the amount being considered by at least 10 percent of the first $1,000 dollars and 5 percent of the remainder. A bid deposit equal to 5 percent of the new bid must accompany the new bid. Deposits must be submitted in the form of a certified check from a local bank or money order.
Written offers with deposits are due by 5:00 p.m. on Monday, February 19, 2018.

Henderson County has received an upset bid on the following described real estate which is now owned by the County:

The property is described as 714 6th Ave West (Henderson County REIDs 1011743 and 114591, and Henderson County PINs 9568584911 and 9568583734), with a combined tax value of $372,400.00. This is the identical property conveyed to Henderson County by deed recorded in Book 1302, at Page 327, of the Henderson County Registry, which is incorporated by reference.

The offered price in the upset bid is One Hundred Eighty Thousand Six Hundred Fifty Dollars ($180,650.00) in cash.

A resolution declaring the intention of the City of Hendersonville City Council to consider closing an unopened alley located on PIN 9569-71-4068 between N. Main Street and Algeria Street as petitioned by John G. Liberatos

WHEREAS, NC General Statute (G.S.) 160A-299 authorizes the City Council to close public streets and alleys, and
WHEREAS, John G. Liberatos has petitioned the Council of the City of Hendersonville to close an unopened alley located on PIN 9569-71-4068 between N. Main Street and Algeria Street, and
WHEREAS, the City Council considers it advisable to conduct a public hearing for the purpose of giving consideration to the closing of the unopened alley.

Town of Mills River Delinquent Tax Notice

ADVERTISEMENT OF TAX LIENS ON REAL PROPERTY FOR THE YEAR 2015

Under and by virtue of the authority vested in the Tax Collector by § 105-369 of the North Carolina General Statutes, and pursuant to an Order by the Mills River Town Council, the Tax Collector is hereby advertising liens for the year 2015 on the real estate described below. The amount advertised will be increased by interest and advertisement costs, and the omission of interest and advertisement costs from the amount advertised will not constitute a waiver of the taxing unit’s claim for those items.

North Carolina General Statute § 105-369 requires that tax liens be advertised in the name of the owner as of the date of delinquency. The date of delinquency for the 2015 tax year was January 6, 2016.

If these taxes remain unpaid, the Town of Mills River may foreclose and sell the property to satisfy all claims of unpaid taxes.

Do not mail the principal amount of taxes due. Please contact the Mills River Tax Collector for the correct amount owed including interest and penalties.

Board of Equalization and Review

Pursuant to North Carolina General Statute 105-322, the Henderson County Board of Equalization and Review will meet as required by law.

PURPOSE OF MEETINGS

To hear, upon request, appeals from taxpayers who own or control taxable property assessed for taxation in Henderson County regarding the valuation of such property or the property of others, and to fulfill other duties and responsibilities as required by law.

TIME OF MEETINGS

The Board will convene for its first meeting on Monday, May 2, 2016, at 9:00 A.M. The Board will adjourn for the purpose of accepting requests for hearings on Friday, May 27, 2016, at 5:00 P.M. Meetings will be held in the King Street Meeting Room of the King Street Office Building, 100 North King Street.

In the event of earlier or later adjournment, notice to that effect will be published in this newspaper.

Notice is specifically given that all appeals or requests for hearing must be received
no later than Friday, May 27, 2016, at 5:00 P.M., the advertised date for adjournment.

Notice is further given that dates for the hearing of appeals timely filed will be available through the office of the Assessor, serving as the Clerk to the Board of Equalization and Review, and will also be provided to individuals and organizations that have requested notice pursuant to North Carolina General Statute 143-318.12.

NOTICE OF CONGRESSIONAL PRIMARY ELECTION
HENDERSON COUNTY, NORTH CAROLINA

A congressional primary election will be held on Tuesday, June 7, 2016 in Henderson County to vote in the following contests: US House of Representatives, District 11 and NC Supreme Court Associate Justice.

Most voters will be asked to present acceptable photo identification when presenting to vote in person, with exceptions for voters who are unable to obtain acceptable photo identification, have a religious objection to being photographed, or are victims of a natural disaster. Acceptable forms of photo identification are a NC Driver License or DMV-issued identification card (expired up to four years), US Passport or Passport card (unexpired), Military ID card or Veterans Affairs ID card (unexpired, if there is an expiration date), and certain tribal enrollment cards. Voters who are unable to obtain one of these forms of identification may still vote if the inability to obtain such identification is due to a reasonable impediment such as a lost or stolen ID, lack of transportation, illness or disability, a lack of proper documents, work schedule. These voters may vote a provisional ballot after completing a Reasonable Impediment Declaration and providing an alternate form of identification, or the last four digits of their Social Security Number and their date of birth. Alternate forms of identification for voters who complete a Reasonable Impediment Declaration include their voter registration card or a current utility bill, paycheck, government check, bank statement, or other government document bearing the voter’s name and current address. Voters who use curbside voting may also present one of the alternative forms of identification described in the last sentence. Photo identification for voting is available from the DMV at no cost. For assistance with obtaining acceptable photo identification or for more information on exceptions and alternative voting options, please contact the State Board of Elections outreach team toll-free at 1-866-522-4723 or visit www.VoterID.nc.gov.

Polls will be open from 6:30 a.m. to 7:30 p.m. on the day of the primary, Tuesday, June 7. One-stop early voting will be held at the Henderson County Board of Elections office. One-stop early voting will be open from Thursday, May 26 until 1:00 p.m. on Saturday, June 4. The hours to vote are during regular office hours 8:30 am to 5:00 pm except on June 4th from 8:30 am to 1:00 pm. THE OFFICE WILL BE CLOSED FOR MEMORIAL DAY, WHICH IS MONDAY, MAY 30. Canvass will be held in the Henderson County Board of Elections office at 11:00 a.m. on Tuesday, June 14.

Absentee voting by mail is available. Requests for an absentee ballot must be made on an Absentee Request form (available on the State Board of Elections website, at the county board of elections office and where one-stop early voting is offered), and must be received in the HENDERSON COUNTY Board of Elections office or any one-stop early voting site by 5:00 p.m. on Tuesday, May 31. All voters who voted by mail for the March 15 primary will receive an absentee ballot in the mail. Absentee voting requires completing an application on the return envelope that must be witnessed by two qualified persons or a notary public. Completed absentee ballots must be returned to the Henderson Board of Elections by 5:00 p.m. on Election Day (ballots received by mail after this time will be timely if received within three business days and postmarked as of Election Day). Voters may receive assistance in voting a mail-in absentee ballot may receive assistance from a qualified person of their choice. If the voter lives a facility such as a nursing home, and the voter’s near relative or legal guardian is not available, the voter or the facility can arrange to have the county board of elections schedule a visit by a Multipartisan Assistance Team to provide assistance and serve as witnesses.

All persons who are registered to vote with the Henderson County Board of Elections may vote in this primary. Unaffiliated voters will be given a choice of ballot. Affiliated voters may vote a nonpartisan ballot if the party of their affiliation does not have any contests scheduled for this primary. Persons who are not already registered to vote in the county must register by Friday, May 13 to be eligible to vote in this primary. Voters who are not registered in the county by that deadline may register and vote during one stop early voting only, and will be required to provide documentation of their identity and residence. Voters who wish to change party affiliation or who have changed name or address must do so by the registration deadline. Voters who fail to timely make a change in name or address in the county must update the information when presenting to vote, and may be required to vote a provisional ballot.

Voters voting in person are entitled to assistance by an election official, or if assistance is needed due to disability or illiteracy, by a qualified person of their choice. Registration and voting sites are accessible to all voters. Curbside voting is available for voters who are not physically able to enter voting sites.
