Homeowners at the Historic Courthouse plaza protest a proposed asphalt plant, which comes before the Board of Commissioners on May 17.

The Henderson County Board of Commissioners has set a public hearing for the rezoning request to allow an asphalt plant in East Flat Rock.
The hearing will be held at 5 p.m. Monday, May 17, at Thomas Auditorium at Blue Ridge Community College.
The applicant, Southeastern Asphalt plant owner Jeff Shipman, is seeking a rezoning of 6.5 acres on Spartanburg Highway at the U.S. 25 Connector from Community Commercial to a conditional district. A conditional zoning districts allows commissioners to place restrictions pertaining to lighting, hours, noise, stormwater treatment and other factors. The Planning Board voted 5-2 on April 19 to recommend that commissioners deny the request.
