Mills River homeowners blame nursing home site for flooding

MILLS RIVER — Residents who live near a new nursing facility on N.C. 191 at the Buncombe County line told the Mills River Town Council that last weekend's downpour flooded their property, and they blamed the construction site runoff for the problem.
