Ex-Buncombe commissioner indicted for horsing around with county $$$

ASHEVILLE — A federal grand jury issued an indictment on Tuesday charging former Buncombe County Commissioner Ellen Madans Frost with conspiring to commit federal program fraud, federal program fraud and mail fraud, for her involvement in a scheme to divert more than $575,000 in Buncombe County money to sponsor equestrian activities in North Carolina and Florida, U.S. Attorney Andrew Murray announced.
